Appointment - A new General Manager at Anacim!

Senegal's National Civil Aviation and Meteorology Agency (Anacim) has a new Director General. Dr. Diaga Basse was appointed at the close of the Council of Ministers meeting on Wednesday May 15, 2024. According to the agency, this appointment crowns a rich and diversified career, marked by academic and professional success in the fields of civil aviation.

Indeed, informs Anacim, Dr. Basse holds several prestigious diplomas.He is an Ingénieur des Études et Exploitation de l'Aviation Civile (IEEAC) from EAMAC.
He also holds an International MBA in Management from the Université Paris Dauphine, a Specialized Master in Aviation and Air Traffic Management from the Ecole Nationale de l'Aviation (ENA) and a Master's degree in Air Traffic Management from the Ecole Nationale de l'Aviation (ENA).nothing at the Ecole Nationale de l'Aviation Civile (ENAC) in Toulouse, and an Executive Doctorate in Business Administration at IAE Lyon 3 - Université Jean Moulin Lyon.
During his time at ENAC for his Specialized Master's degree, Anacim confides Mr. Basse. Basse spent six months at aeronautics giant Thales Rungis, where he worked on a project involving ADS-B technology, reinforcing his practical and theoretical skills in the field of civil aviation.

Dr. Basse has over 25 years' experience in the civil aviation sector, according to the same source.He started out as an all-position qualified air traffic controller in Dakar, before working his way up through the ranks at theAgence pour la sécurité de la navigation aérienne en Afrique et à Madagascar (Asecna), where he held positions of increasing responsibility.
He was Head of the Aeronautical Telecommunications Office, Head of the NOTAM International Office for West and Central Africa, Commander of the Léopold Sédar SENGHOR Airport, Head of the Dakar Regional Air Navigation Center and Head of Operations at the Asecna Representation in Senegal.
After coordinating the air navigation aspect of the transfer of services from LSS airport to AIBD, he was appointed technical advisor to the Director General of Asecna.néral de l'Asecna, in charge of the Inspection générale des études (Ige) at EAMAC (Niamey - Niger), then Head of the Dakar AVSEC/OACI Center.

Dr. Basse is recognized for his significant contributions to air traffic safety and management, reports Anacim.It explains that in this capacity, he has received several distinctions, including the Asecna aeronautical medal in 2021 for services rendered to community activities, and an attestation of recognition from Senegal's minister in charge of air transport for his outstanding participation in the development of the country's air transport industry.Senegal's Minister of Air Transport, for his outstanding involvement in the transfer of Léopold Sédar Senghor International Airport to Blaise Diagne International Airport.
In addition, Anacim recalls that Dr. Basse successfully coordinated the arrival and departure of the U.S. President's flight to Dakar in December.President's flight to Dakar in December 2013, earning him a certificate of recognition from the U.S. Ambassador to Senegal.

He is an instructor and course designer for ICAO's TRAINAIR PLUS program, and has coordinated several safety-critical studies, including the implementation of radar vectoring in the Tierra del Fuego.These include the implementation of radar guidance in the Dakar TMA/UTA and the implementation of satellite ADS-B in Senegalese-managed airspace.

Dr. Basse is also an external expert for ANAQ-SUP (Autorité Nationale d'Assurance Qualité de l'Enseignement Supérieur, de la Recherche et de l'Innovation).He took part in the institutional evaluation of the École Polytechnique de Thiès, and in the accreditation of the Design Engineering degree in Aeronautics at the same institution.

As aresearcher, he is the author of a scientific article on sustainable development in air transport, published by éditions ems in the book "Recherches sur la Sustainability" in September 2023 in France.This article underlines his commitment to integrating the principles of decarbonization of air transport into aviation, reinforcing his strategic vision for the sector.
